Action Check Errors are Being Presented When Not Applicable (Doc ID 884384.1)

Symptoms

-- Problem Statement:

The system is configured to include some Action Checks for some users for specific Actions. It is found in some cases where an Action Check error is being displayed even though there are no action checks defined for the particular user, or the action being performed should pass the action check. In some cases, the action check error shows with an completely unrelated business object. These problems are isolated to Dock Manager actions.

-- Steps To Reproduce:

This is an example on when the problem was observed:

A User which had two action checks

Reschedule Appointment
Remove Appointment

1. In Dock Manager, moved an appointment that was expected to fail the action check
2. When saving, the Action Check error was presented (expected)
3. There as no Fix Error button, so window was closed
4. Opened Dock Manager Again and clicked Refresh

An Action Check error is displayed.
