Webadi Allows Journals To Be Uploaded To Closed Periods. Receive EP01 Error on Import (Doc ID 884460.1)

This problem can occur on any platform.

Symptoms

o The loss of functionality
Users are able to upload journals from Webadi into the period that is closed.

o The significance of loss:
Invalid data being uploaded into GL_INTERFACE table.


o Steps to Reproduce:
1. Create a template using Desktop Integrator
2. Create journals in Excel.
3. When entering data in Excel provide an accounting date that falls in a closed period.
4. Upload the journal.
5. Web ADI does not raise an error and allows the journal to be uploaded into the GL_INTERFACE table. 
6. Journal upload should error out instead.

When attempting to upload the journals from web adi, journal import resulted into the following error:
ERROR: EP01:This date is not in any open or future enter able period.
Web ADI uploading journals to gl_interface is not validating and eventually journal import failing with EP01.

o What is the expected or acceptable result?
Expecting journal upload to fail validation and give errors indicating that it is a closed period.

Changes

May have applied retired Patch: 6837652 BUDGET ENTRIES HAVE INCORRECT EFFECTIVE DATE, or applied Patchset that has this patch included in it.
