Two Identical Rates Are Producing Fractionally Different Shipment Costs. (Doc ID 885112.1)

Last updated on JULY 09, 2014

Applies to:

Oracle Transportation Operational Planning - Version: 5.5.05.06
This problem can occur on any platform.

Symptoms

-- Problem Statement:
On 5.5.05.06 find that when there are two Equipment Groups each with identical rate structures, the planning algorithm calculates the cost differently for each Equipment Group, adding '.00001' of the Base Currency (e.g. USD) to the cost for one of the two Equipment Groups. This cost difference then affects the planning outcome because one Equipment Group is seen to be cheaper than the other.

EXPECTED BEHAVIOR
Expect both of the Equipment Groups to generate the same cost and for the selection to be based on the most effective Equipment Group for the Shipment.

-- Steps To Reproduce:

1 – Log on to OTM

2 - Navigate to: Contract and Rate Management > Contract Management > Rate Record.

3 - Search for and Edit or create Rate Record RATE_RECORD_1
The Rate Cost is as follows:
Basis = 'Equipment Group ID' '=' 'EQUIPMENT_1'
1330 per Shipment - 1.
Chang the Currency to Euros.

4 - Search for and Edit or create Rate Record RATE_RECORD_2
The Rate Cost is as follows:
Basis = 'Equipment Group ID' '=' Equipment_2
1330 per Shipment - 1.
Chang the Currency to Euros.

5 - Using SQL queried the back door.

Run:
select * from RATE_GEO_COST where rate_geo_cost_group_gid = 'EP.RATE_RECORD_1'

Charge Amount Base = 665.

Run:
select * from RATE_GEO_COST where rate_geo_cost_group_gid = 'EP.RATE_RECORD_2'

Charge Amount Base = 665.

6 - Set the Admin log to include:
Exception
GLog
Planning
BulkPlanning
CarrierCapacity
CarrierCommitment

7 - Create and Bulk Plan an Order Release.

8 - The order will be planned onto a Shipment using Equipment 'EQUIPMENT_1'

9 - Gain the log, the log will contain:

2009-08-12 06:26:57.808 305333 Debug CarrierCommitment --option 6: TShipment<32930667
(EP.PLANT_WI->EP.CUSTOMER_WI)>, shipment 1 <TL>, graph 1
cost:<665.0> servProv:<xxx> start:2009-08-12 11:26:57
UTCequipGroup:<EP.EQUIPMENT_1>capGroup:<xxx>equipType:<EP.EQUIPMENT_1> [batch - 1]
--option 6: TShipment<32930667 (EP.PLANT_WI->EP.CUSTOMER_WI)>, shipment 1 <TL>,
graph 1

2009-08-12 06:26:57.799 305333 Debug CarrierCommitment --opPlantion 7: TShipment<32930667
(EP.PLANT_WI->EP.CUSTOMER_WI)>, shipment 1 <TL>, graph 1
cost:<665.00001> servProv:<xxx> start:2009-08-12 11:26:57
UTCequipGroup:<EP.EQUIPMENT_2>capGroup:<xxx>equipType:<EP.EQUIPMENT_2> [batch - 1]

NOTE: The cost for the EQUIPMENT_1 is 665.0 and the cost for the EQUIPMENT_2 should be the same
but the log shows it as 665.00001.

CONCLUSION: The order was expected to be planned on the EQUIPMENT_2 as it is the smaller of the two Equipment Groups. It looks as if bulk planning is adding an extra unexpected cost to the EQUIPMENT_2 cost of .00001 USD and this is affecting the planning decision.
