Running FSG With Content Set and Segment Override Results in Incorrect Data After FSG Functionality Patches Applied (Doc ID 885119.1)

Since application of <Patch: 7213242> FSG FUNCTIONALITY FOR R11i WITHOUT XML,  and <Patch: 6741394> FSG FUNCTIONALITY FOR R11i INCLUDING XML AS OF 06/10/08, when running an FSG with a content set and segment override,
behavior has changed

Pre patch behavior:
- The segment override would eliminate certain tabs from the returned set
- The departments/centers that fail the segment override are ending with a
Warning in the Concurrent Manager (Warning: no data found to print a page).

Post patch behavior:
- It is displaying tabs that should have been eliminated based on the
segment override value, even though there is no data in them,
even though, these code combination do not exist.
