Credit Card Bank Account Error: Unable To Setup Credit Card Bank Account (Doc ID 885229.1)

Symptoms

-- Problem Statement:
On 12.06 in Production:
When attempting to apply IBY patches, package IBY_CREDITCARD_PKG shows as invalid and
cannot be compiled due to the following error:

ERROR:
Error(757,7): PL/SQL: Statement ignored
Error(757,7): PLS-00306: wrong number or types of arguments in call to 'SECURECARDINFO'

This was working before the patches and only gives error for Credit Card payment type orders.

After patching the following error was also found when booking an existing or new order with Credit Card details  :
Unable to set up a Credit Card Bank Account for the customer. Credit card information on the order is not valid.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Navigate: Orders Workbench > Order Organizer > Create sales order >
3. Enter credit card details > Click on Book Order.
4. Notice error:
Unable to set up a Credit Card Bank Account for the customer. Credit card information on the order is not valid.
