This problem can occur on any platform.
On 11.5.9 in Production:
E-Business users are not linking properly with OID, attempting to link the user with e-business
suite, the following error occurs.
The issue can be reproduced at will with the following steps:
1. Register SSO/OID on e-business suite.
2. Try to link a user with E-business suite.
3. The error occurs.
