When attempting to a run payroll or Quickpay for any employee who has been successfully enrolled in an Occupational Maternity Absence scheme, the following error occurs:

ERROR
Percentage Value has to be entered for BAND1Y entitlement

Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Enter maternity record via Absence form.
2. Enroll Absence either via Participation Process: Absence or Enroll Absence button on form.
4. Run payroll/quickpay. Payroll errors with the above message.
