Java Related Services Do Not Start After Upgrade to Release 12.0.6 (Doc ID 888967.1)

Symptoms

On an instance that has been upgraded to R12.0.6 the java related services, FNDOPP, Debug Service,
etc, are failing to start. Actual number of processes remains at zero (0). Running the
concurrent manager with DIAG=Y highlights no errors, the only error indication is the following
that is seen in the FNDCPGSC*.txt files:

ERROR
LOG_ID_UNKNOWN : oracle.apps.fnd.cp.gsc.Logger.Logger(String, int) : Logging
to System.out until necessary parameters are retrieved for Logger to be properly started.
LOG_ID_UNKNOWN : oracle.apps.fnd.cp.gsm.GSMSvcComponentContainer.
initializeStateMachine() : BEGIN
LOG_ID_UNKNOWN : oracle.apps.fnd.cp.gsc.SvcComponentContainer.get
NewWorkflowContext() : BEGIN
