"Invalid Location ID" Error When Adding Vessel ID on Conditional Booking Acceptance (Doc ID 889029.1)

Symptoms

-- Problem Statement:

When attempting to complete a conditional accept and entering the Vessel ID, the following error is presented, even though the ID exists.

Invalid Location ID SHIPMENT_VESSEL_GID="Vessel Gid"

-- Steps To Reproduce:
1. Log into OTM as the Service Provider after clicking on the Response link in the email tender
2. Click Accept
3. Under Remark For Conditional Booking, type in "Changes entered. Please verify acceptance."
4. Select a Vessel id which exists in OTM
5. Click Finished
6. Note the error: Invalid Location ID SHIPMENT_VESSEL_GID="Vessel Gid"
