Changing Default Operator "BEGINS WITH" Is Not Taking Effect (Doc ID 889067.1)

Symptoms

-- Problem Statement:
In finder screen for example "BUY_SHIPMENT " Screen set, when replacing the default operator "BEGINS WITH" with  "SAME AS" as default, then save it,  after re-login (as <DBA.ADMIN_USER>) the new default operator is not taking effect and the old one "BEGINS WITH" is defaulting instead.

-- Steps To Reproduce:
1) Copy the finder "BUY_SHIPMENT" screen set as an example.
2) Go to the Search tab.
3) Add a new field; select "SHIPMENT ID"; go to label field and type in a Label name.
4) Select "SAME AS" instead of "BEGINS WITH", and save.
5) When re-login and go back to the "BUY_SHIPMENT" search screen, you will notice the operator has defaulted back to "BEGINS WITH" instead of the expected saved one "SAME AS".
