Symptoms
Outside processing items / resources added to a work order do not generate requisitions.
Or a mass release of Work Orders (WOs) is done from the Maintenance Workbench.
The Requisition Import Exceptions Report shows the error message:
"The requester / preparer is not an active worker"
or
"You entered an inactive worker as the preparer"
