Display UOM as Entered is not Forcing the Currency Conversion in OTM Screens

-- Problem Statement:
On 6.0.2:The custom screens layout is reflecting the user preference currency and not the currency used when creating the object despite having the following configurations.
1- User preference of "Display Rate/Accessorials as Entered" is set to Yes.
2- User Preference of "Display UOM as Entered" is set to Yes.
3- Copied the existing QUOTE Manager layout and selected the Display UOM as Entered checkbox on
the first tab.
4- Copied the existing SHIPMENT Manager layout and selected the Display UOM as Entered checkbox on the first tab.
-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1- Navigate to Configuration and Administration > Preferences > User Preferences > Set
"Display Rate/Accessorials as Entered" and "Display UOM as Entered" to YES.
2- Set the preference currency = EUR.
3- Navigate to Configuration and Administration > User Configuration > Manager Layout >
Copy both QUOTE Manager layout and SHIPMENT Manager layout and turn on Display UOM as Entered check box for both on the first tab.
4- Create rate record in USD.
5- Create a Quote > Quote Request > Find Shipping Options > See the total cost in EUR and not in USD. Also the same applies to Quote > Cost Options > Buy Shipment Details.
6- Create Buy shipment using the created rate record > See the costs are in EUR.
