Symptoms

Validate Application Accounting Definition fails with the following Error in Logs:

Enter Password:
REP-0004: Warning: Unable to open user preference file.
MSG-00000: ORA-20001: -: XLA-95103: An internal error occurred. Please inform your system administrator or support representative that: An internal error has occurred in the program xla_utility_pkg.open_srs_files.
ORA-20100: Error: FND_FILE failure. Unable to create file, o0456342.tmp in the directory, the directory, /usr/tmp.
