Symptoms
Unable to cancel a requisition when the Profile option
ICX: Date Format Mask is set to 12/31/1999.
Steps To Reproduce:
1. Navigate to the Requisition Summary form
2. Query Requisition
3. Menu -> Tool > Control Actions
4. Select "Cancel" control action
5. Enter GL Date
6. Enter Reason
7. Click OK Button
8. The normal Caution Message appears, click OK to confirm the 'Cancel' action
9. However, the second Message window to finalize the cancellation does not appear.
