Symptoms
Cannot Create Common BOM (BOMPCMBM) for child organization.
The error states that the BOM already exists, however, users do not find any Bill in the form.

Create BOM in Master Org
Attempt to common it out to child organization

A bill for assembly item ITEM-ABC already exists. You can create more that one bills for the same assembly using an alternate designator. If you are already using an alternate designator please make sure that a bill for this assembly item with the alternate does not already exist.

This is not shown with the error, but the error shortname in the database is BOM_ASSY_ITEM_ALREADY_EXISTS.
