Non-Employees Are No Longer Able To Perform Receiving Transactions

Users defined in the system but who are not tied to an employee are no longer able to perform receiving activities.  When these users attempt to access any of the receiving forms they encounter the following error:


This is due to a fix in <Bug 7461514> which stopped this functionality due to problems in receiving which has been corrected from onwards. 

This change in functionality can occur after upgrading and/or applying patching.
