Can Not Access Quality Result Entry Form At PO Receipt, Error: APP-QA-16135 (Doc ID 944095.1)

When access quality result entry form at Purchase Order (PO) receipt screen, the following error occurs:
'APP-QA-16135: Quality Results cannot be entered because no Collection Plans apply'.

Even if profiles
'QA:PO Inspection'
'QA:Default Collection Plan'
are set and define quality collection transaction for problematic collection plan (Receiving Transactions (Oracle Purchasing)) AND Inspection transactions (Oracle Purchasing) error still occurs.
