OEXOEORD: New Cost-To-Charge Freight Conversion Modifier Does Not Work On Existing Orders (Doc ID 944118.1)

Symptoms

-- Problem Statement:
On 11.5.10.2 in Production:
Find that a new freight cost-to-charge conversion modifier created does
not apply to existing sales orders. However, it does apply correctly
for newly created sales orders.

EXPECTED BEHAVIOR
Expect this freight modifier to be used by all orders in the same
currency as assigned to the freight modifier.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. Responsibility = Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders
3. Query an existing order.
4. Book and Pick Release the order
Calculate Price Flag on the order line is set to PARTIAL PRICE.
5. Add freight costs to the delivery
6. Ship confirm the order.
7. Review the order and find freight charges are not applied.

-- Business Impact:
The issue has the following business impact:
Due to this issue, users cannot assign freight charges to existing
orders with JPY currency.
