Symptoms

Item Master (Oracle Inventory) will allow end users to inactivate (or just make non stockable) items with open cycle count entries.

The problem occurs with the Items form INVIDITM.fmb and the Item Open Interface / Item Import as well INCOIN.

This may lead to getting cycle count adjustment material transactions posted for non stockable items. Indeed, per Cycle Counting <Bug 7689583>, as long as an item is associated to a cycle count, the system will allow performing and approving cycle count entries as well as posting the related adjustments if any.

EXPECTED BEHAVIOR
Expect Item Master to prevent the user from making an item non stockable when there are cycle count entries at Uncounted, Recount or Pending Approval status.

STEPS
The issue can be reproduced at will with the following steps:
1. Get an item with an uncounted cycle entry.
2. Set item status to INACTIVE or just make the item non stockable.
This can be done either through the Item form (INVIDITM) or through the Item Open Interface (INCOIN).
3. See the system is allowing this change.
4. Now perform the count and go ahead with the cycle counting process until posting the adjustment.
5. Go to Material Transactions form and query today's transactions for the item.
6. See a cycle count adjustment transaction got created.
