Federal Accounts Receivable Enhancements

Introduction

Legislation concerning Federal receivables from non-federal sources entitles the Federal government to assess and collect applicable interest, penalty, and administrative fees on overdue outstanding receivable balances. This enhancements described in this document provide capabilities to more easily accommodate Federal delinquency receivable requirements.

Enhancements and Modifications

Several enhancements and modifications to Oracle Federal Financials have been incorporated to provide more robust delinquency functionality. Specifically, enhanced functionality includes the ability to accommodate compound interest, apply rate based or amount based charges to outstanding delinquent charges, and assess administrative charges per invoice rather than per installment.
The following enhancements have been made to accommodate the enhanced functionality.


Define Finance Charge Types Form

Changes made to the Define Finance Charges form are as follows:





Define Finance Charge Groups Form

The new Define Finance Charge Groups form has been developed to define finance charge basis and finance charges to be assessed to each basis for a particular finance Charge Group.



          For example, assume the following finance charge types have been defined:

          Penalty
          Interest

          A charge group can then be defined as follows:

          Finance Charge Basis                   Finance Charges Assessed
          Principal                                       Interest
         
Principal                                       Penalty
         
Interest                                         Interest
         
Penalty                                         Interest

          In this example, the following charges would be assessed subject to meeting the configured 
          delinquency criteria:
          Interest will be charged on the outstanding principle
          Penalty will be charged on outstanding principle
          Interest will be charged on outstanding interest
          Interest will be charged on outstanding penalty

Assign Customer Class to Charge Groups Form

The new Assign Customer Class to Charge Groups form has been developed to assign Charge Groups to Customer Classes.




Invoice Status Form

The system has been modified to allow the user to assign a status to an invoice in the Invoice Status form window for invoices less than 180 days old in order to refer eligible debt to Treasury for cross servicing or offset. The 180 day restriction on assigning referral status has been eliminated.

Receivable Inquiry

A new Receivable Inquiry provides an on line method for obtaining information on a particular customer receivable and related finance charges.

Waive Status Form

The system has been modified to allow assigning querying on transactions with a type of debit memo as well as invoice since the user may want to waive future finance charges associated with the debit memos.
