Is it possible to create a create Standard Purchasing Order ("PO") after complete Negotiation with outcome status 'Completed Purchase Order Not Requested'?

1.  Complete a negotiation without checking the option 'create PO' when completing the award.
2.  Review the Negotiation outcome.  It is 'Completed, Purchase Order Not Requested.'
3.  Execute the concurrent request 'Create PO from Sourcing',  but it does not create the Purchasing Order.
