Deleted Plan Element remains in the table CN_QUOTAS_ALL (Doc ID 945472.1)

Goal

After deleting a duplication of an existing plan element, it does not appear in the Plan Element LOV anymore but remains in table CN_QUOTAS_ALL

This can be reproduced with the following steps:

(R) Plan Administrator
(N) Maintain Components Library
Plan Elements
Query back the Plan Elements
Note that there are two Plan Elements with the same name
Delete the Plan Element which was created as a duplicate
It's no longer available in the screen, but is still showing in the CN_QUOTAS_ALL table
