Symptoms
-- Problem Statement:
When scheduling an appointment for a Shipment where the location has Service Provider preferences, the appointment is scheduled earlier than the preference.
-- Steps To Reproduce:
1. Define a location with Resource that has Service Provider preferences
2. Schedule a shipment on this location
