Order Priority In OTM 6.0 Not Working (Doc ID 946036.1)

Symptoms

-- Problem Statement:
On 6.0,Find that when planning two orders, one with low order priority and one with high order
priority, if there is only one equipment available, the low priority order is being planned.
This seems to happen only if the two orders cannot be planned in a bundle

EXPECTED BEHAVIOR
Expect that the high priority order is planned when capacity is limited

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. set up a capacity limit of 1 for a lane
2. set up two orders ( one with low order priority such as 1 and one with high priority such as
999) with a certain weight and volume the total of which will exceed the Maximum Weight or Volume
per bundle parameter setting
3. Plan the orders and see that the high priority order is not being planned
