"Change Service Provider" Does Not Show Options for Different Transport Modes or Equipment (Doc ID 946155.1)

Symptoms

-- Problem Statement:
A shipment is created for a specific Transport Mode. When the Shipment Action "Change Service Provider" is used on this shipment, only rate options for the current Transport Mode are displayed. In reviewing the logs, the following is listed for the desired rates for other Transport Modes:

"RateOfferingModeRule.check(): Mode rule failed for RO"
"Ending rule: Rate Offering Mode Rule (failed)"

A similar case occurs for Equipment Group changes.

Please be aware that Change Service Provider is the User telling OTM they want the Shipment to remain unchanged other that Service Provider and cost.  Equipment, Locations, Mode and Service Time are not to be altered, unless the Ignore option is used (explained below).

-- Steps To Reproduce:
1. Create a shipment for one Transport Mode
2. Actions -> Change Service Provider -> Change Service Provider
3. Listed options only show rates for the current Transport Mode
