INCOIN: Import Item Erroring Out, No message in Log or MTL_INTERFACE_ERRORS (Doc ID 946287.1)

On 12.1.1 in Production:
We are in the process of upgrading from 11.5.9 to 12.1.1. In our upgraded 12.1.1, we are getting an error when trying to submit Import Items. The program aborts immediately. No error is written into the MTL_INTERFACE_ERRORS table. No log file produced. We tried relinking INCOIN, but the
error persists.

Expect Import Items import to complete normally.

The issue can be reproduced at will with the following steps:
Inventory responsibility. Path: Items > Import > Import Items

The issue has the following business impact:
Due to this issue, We cannot import items.


Upgraded to 12.1.1
