Symptoms

-- Problem Statement:

A Rate is configured to use the Rate Basis of "Stop Distance to the Previous Stop (if any)" and defined to be "per 1 km". This calculates the correct cost then the UOM default of TYPE of DISTANCE is set to MI (miles). If the UOM Default is changed to be KM (kilometers), then the cost is being calculated using the "per 1 mi" instead of "per 1 km". This produces the wrong cost results.

-- Steps To Reproduce:

1. Configure a Rate that uses Rate Basis of "Stop Distance to the Previous Stop (if any)"
2. Change the UOM Default to KM from Miles.
3. Plan an order using the above Rate
4. Review the cost associated with the above Rate Basis and note the resulting cost is calculated using the number of Miles and not the number or Kilometers.
