Pick Release Backorders Order Lines When Stocks Exist And Items Are Eligible (Doc ID 948687.1)

Pick release of internal order backorders some order lines when adequate stocks  exist and items are eligible (lot is not expired, status is eligible for shipping). It seems that it depends on items, because some items can be released properly and some of them become backordered.

In concurrent log you get a message like :

P_MESSAGE ==> Pick Release process could not allocate 10 of item 30033009 for order 227844 as there was insufficient quantity available Or Inventory allocations have failed, and the line has been back ordered.

Expectation is for pick release / ship confirm to complete successfully for internal orders for all items.

Steps to reproduce:
(N) Purchasing superuser - Create internal requisition and export it to Order Management.
(N) Order Management Superuser > Shipping Transactions - Create a delivery and trip for internal order lines and launch Pick release for them using Actions menu.
