ITS Error 'Request Qty and Shipped Qty are not Equal' (Doc ID 948939.1)

Symptoms

-- Problem Statement:
On 12.0.6 in Production:
When attempting to run Interface Trip Stop for a problematic delivery,  the following error occurs:

ERROR
------------------------------
Request qty and Shipped qty are not equal.


-- Steps To Reproduce:
The issue can be reproduced at will for a specific order only, with the following steps:
1. OM Super user
2. Navigate to shipping->interfaces->run
3. Run ITS for the problematic delivery, with debugging options enabled:
       INV: Debug Level = 10 or higher
      OM:  Debug Level = 5
      SH: Debug Level = Statement
      SH: Debug enabled = yes
4. ITS completes with warning
5. Review ITS log file, see above error
