Concurrent Processing - Unable to View Output for Requests Submitted By Other Users

Symptoms
Problem Statement:
Users are unable to view the output from concurrent requests submitted by other users in the same
responsibility because the View Output button is grayed out. We currently have the profile option
"Concurrent: Enable Request Submission in View Mode" set to Yes on the Site level. Users are able
to view their own output.
Steps To Reproduce:
1.Set the profile value "Concurrent: Report Access Level" to "responsibility"
2.Navigate to Requests->View
3.Query for other user requests both view log and view output is enabled, if
concurrent program is from same responsibility as current user.
Business Impact:
Delays users from getting their reports and jobs completed in a timely manner
