Container Optimization During Shipment Consolidation Process In Bulk Planning

-- Problem Statement:
On 5.5.04 in Production:
When more than one Order Releases (having either different source locations or destination locations) are bulk planned, the Order Release are consolidated on each leg but the Equipments/Containers are not consolidated.
The scenario is like this:
You have a 5 leg itinerary (Drayage, Handling, VESSEL-CO,Handling, TL). The Itinerary
is configured with Consolidation and deconsolidation pool as follows:
Leg 1: Create Single Shipment,Optimize Equipment, Consol Into One Ship Multi Equipment, Drayage
Leg 2: Handling
Leg 3: Create Single Shipment, Optimize Equipment, Consol Into One Ship Multi Equipment, Vessel-Co
Leg 4: Handling
Leg 5: Create Single Shipment,Optimize Equipment, Consol Into One Ship Multi Equipment,TL
When you are planning 2 Order Releases, having source location A and Destination Location B, you are getting:
5 Shipments, with Primary Leg (3rd) have one Equipment. This is correct and expected.
When you are planning same order releases as mentioned above by changing either the Source Location of Order Release or the destination location of OR, you are getting 6 Shipments (CORRECT, because one of the location change). but EQUIPMENTS/CONTAINERS are not consolidated in the shipments. Consolidated each of the shipments now has 2 containers, where the order could be moved in one contains on 4 of the 5 legs.
