Territory Management problem assigning Leads to the Default Resource ID (Doc ID 950047.1)

Symptoms

When a new lead is created if there is no sales rep on the Party, territory management is not assigning a sales rep to the lead causing the lead to not be found when doing a search in Oracle Sales

Steps To Reproduce:

1. Log into Sales
2. Create Sales Lead for a party that does not have any sales rep assigned and add user as the
'owner' on sales team tab with DO NOT REASSIGN box unchecked
3. Run Territory Manager to assign the sales lead - lead is not assigned to anyone and cannot be
searched for by using the lead number
