RMA Lines Stuck In Awaiting Return Disposition Status When Rejected

On 10.5.10.2 in Production:
When attempting to progress an RMA line when full qty is Rejected and Delivered to Inventory,
the following error occurs:
Awaiting Return Disposition
Applied <Patch 5358811> and ran script ontd0015.sql for one of the Orders
Results: Error msg: Delivered quantity cannot exceed received quantity.
Followed note and still has issue:

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User & Inventory Super User
2. Navigate: Create a receipt for an RMA line > conduct the inspection,
3. Reject during inspection then conduct delivery.
4. status on order line stays at Awaiting Return Disposition and will not progress
