CALL TO ORACLEOASIS.JSP FROM e-Business SUITE RESULTS IN JAVAX SERVLET EXCEPTION

Since overwriting a Development environment with a clone of another instance, the user was unable to connect from Discoverer Desktop or Administrator Edition to e-Business Suite. Also, Discoverer connections from within E-Business Suite using OracleOasis.jsp, which had previously worked with parameter mode=DISCO, resulted in the following javax error:
Application Server 10.1.2.3
e-Business Suite 11i
Oracle database 10.2.0.4.0.
Steps To Reproduce:
1. Log into any version of e-Business Suite.
2. Add function with OracleOasis.jsp call to any user menu.
3. Log in to that responsibility and click the link to access Discoverer.
4. The error occurs.
The environment was overwritten by a clone of another instance.
