It was observed that the PLM Item Excel Upload program was using literals for few queries, which are executed very frequently. This can cause fragmentation of the shared pool as the queries are swapped in and out of the shared pool very frequently. The higher the number of items uploaded, the greater would be the degradation in performance.

-- Steps To Reproduce:
1. Run the PLM Item Excel Upload to create / update items with trace enabled
2. Observe that the queries like the below appear once for every record uploaded from excel.

This happens only if the queries use literals and is not expected, as the shared pool is not utilized efficiently.
