Update Debrief Lines Fails With: error msg :INV-No item record test (Doc ID 954933.1)

Symptoms

When attempting to run the 'CSF: Update Debrief Program' after completing a debrief,  the debrief gets status 'Completed with Errors and the following error occurs in the logfile:
