Symptoms

-- Problem Statement:
On 12.0.4 in Production:

Orders for a specific item are not available to pick release from 'Shipping Transaction Form'.
Order line status is 'Booked' and also the header status shows as 'Booked'.
There is no error.

EXPECTED BEHAVIOR
Orders to be queried on Shipping Transaction form for pick release after booking.

-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. OM Superuser > Enter Orders
2. Book Order
3. Query order from 'Shipping Transaction Form'
