Rounding is Generating Incorrect Costs. (Doc ID 956130.1)

Symptoms

-- Problem Statement:
On 6.0.2 find that rounding during cost calculation is not working as expected.

EXPECTED BEHAVIOUR
Expect a weight based rate to round the weight, populate the result in the Chargeable Weight field
and use this figure to calculate the cost.

-- Steps To Reproduce:

1 - Log onto an OTM 6.0.2 system.

2 - Set User Preference to use Metric Tons (MTON).

3 - Create a Rate Offering with the ID: 1234Navigated to: Contract and Rate Management > Contract Management > Rate Offering.
ID: 1234

4 - Create a Rate Record.
Navigate to: Contract and Rate Management > Contract Management > Rate Record.
Linked to Rate Offering: 1234

ID: 1234
Source: Location
Destination : Location

Rounding Type: Ceiling
Rounding Interval: 0.10
Rounding Field Level: UOM Fields
Rounding Application: Cost Calculations Only
Deficit Calculations Type: Standard Deficit Rating.

Rate Cost:
Amount: 2 USD
Basis: Shipment Weight, Rounded Up.
Unit: 100 KG

5 - Create an Order Release
Navigated to: Order Management > Order Release > Order Release.
ID: 1234
Weight = 1.25 MTON
Set the Constraints tab to include, Rate Record: 1234

6 - Plan Order 1234 via, Actions > Operational Planning > Create Buy Shipment >

7 - Shipment is created with a cost of 40 USD.

8 - The Shipment shows Chargeable Weight as 1.3 MTON, so the rounding has worked to this point.

9 - The expected rating result is:

   1.3 M TON x 1000 = 1300

   1300 / 100 KG *2 EUR = 26 USD.

But the cost is not calculated according Chargeable Weight. OTM rounded the weight 1.2 M TON to 2 M TON, resulting in a cost of 40 USD. This can be seen by clicking on the cost in the financials tab to see the breakdown, read as:

     2 USD per 100 KG of Shipment Weight, Rounded Up (2000.000000000001 KG) = 40 USD


Second Example:

10 - Created a Rate Record:
Navigated to: Navigated to: Contract and Rate Management > Contract Management > Rate Record.   Linked to Rate Offering: 7715597_993

     ID: 12345
     Source: Location
     Destination : Location
     Rounding Type: Ceiling
     Rounding Interval: 0.10
     Rounding Field Level: UOM Fields
     Rounding Application: Cost Calculations Only
     Deficit Calculations Type: Standard Deficit Rating.
     Rate Cost:
       Amount: 2 USD
       Basis: Shipment Chargeable Weight (as in the above test Chargeable Weight looked OK).
       Unit: 100 KG

11 - Created an Order Release
      Navigated to: Order Management > Order Release > Order Release.
      ID: 12345
      Weight = 1.25 MTON
      Set the Constraints tab to include, Rate Record: 12345

12 - Plan Order 12345 via, Actions > Operational Planning > Create Buy Shipment > Direct.

13 - Shipment 01208 is created and this time the cost is 25 USD.

14 - The Chargeable Weight shows 1.30 MTON as expected by the rounding but it looks like its ignored.
