When attempting to run the API,hr_person_api.update_person when passing in an attribute value for
Additional Personal details segments12 and 13 the following error occurs:

ERROR
ORA-20001: A value has been provided for a non-enabled or non-existent descriptive flexfield


-- Steps To Reproduce:
The issue can be reproduced at will with the following steps:
1. run the API hr_person_api.update_person in SQL parsing a value for attribute12 or attribute13
