LTL Split Logic is Not Executed After Being Enabled

Symptoms
-- Problem Statement:
Multiple orders are included in a Bulk Plan where LTL Splitting is configured. The expected result includes a split. The split is not occurring and therefore each shipment planned separately. The Equipment Volume and Weight capacity would not be exceeded if the split were to occur.
It doesn't appear the the Solution Improvement is being executed as the following BulkPlanMilestones have no time between them:

-- Steps To Reproduce:
1. Plan multiple orders where LTL Splitting is permitted
2. View the results where each are planned separately (i.e. no splitting occurred)
