Directed Putaway Selects Non-Empty Locators Despite Empty Flag=Y in WMS Putaway Rule

When attempting to putaway an LPN, the putaway rule that is getting executed is one in which the locator is supposed to be empty. (ie. empty_flag = 'Y'). However, the locator that is suggested is not actually empty. This appears to happen randomly. The correct rule is being executed, but still the locator suggested is not an empty locator.
The issue can be reproduced occasionally with the following steps:
A) Set a putaway rule as Empty Flag = Y
B) Use mobile device or telnet to make a Directed Putaway with "Move Any LPN".
