ITS User-Defined Exception In Package OM_TAX_UTIL Procedure tax_line (Doc ID 957813.1)

When interface trip stop (ITS) is run it completes with warning for some orders.

The error is as follows:
Error msg: User-Defined Exception in Package OM_TAX_UTIL Procedure Tax_Line

On May 31, 2009 user disabled a Tax area ID for a city (As tax rule changed to tax at county level).  It seems that the Interface Trip Stop program is passing the request date as the parameter to calculate the tax and not the actual shipment date.

Case in point:
In the analysis found that "Request date" of May 14, 2009 are getting passed for tax calculation instead of actual shipment date of July 14, 2009. If user updates the request date as July 14, 2009, then tax calculation works fine with no error.

Workaround: Manually change the request date to greater than 31-May-2009 in table oe_order_lines_all to avoid error. Not acceptable.

Create a sales order line with a request date before May 31.
Ship confirm and close the ship.
Interface Trip stop errors out with tax error message.
