How can we prevent picking and shipping partial kits when the system is setup to ship only complete kits?

When doing manual allocation and Pick Confirmation, the system will allow you break a kit and allocate/Pick Confirm 'broken/partial' kits.

When you Ship Confirm the Delivery for a scenario which has the 'broken/partial' kits kit components, the user will be prompted with a warning suggesting that the Model/Kit is being partially shipped.

This warning is generated if
  1.  The Kit is set as 'Ship Model Complete' in the Item Master definition form , Order Management tab.
Navigation:  Inventory user->Items->Master Items->search for the model->Order Management tab
  2.  The Shipping Parameter 'Enforce ship Sets and Ship Models' is checked on:
Navigation:  Order Management user->Shipping->Setup->Shipping Parameters->Pick Release tab.
