Territory Assignment is not assigning a Collector to a Customer

(R) Territory Manager
(N) Territory Administration> Territories
Select Operating Unit
Select usage= 'Collections' click go
Select Operating Unit
Click on Create button
Select Collections click continue
Enter territory name, rank, #of winners, enter resource, enter attribute
Run Concurrent Program STAR for Collections in Total
Run Concurrent Program IEX: Territory Assignment for OU
Check Collection Agent form.  Notice territory assignment is not shown in collectors field with the resource setup on the territory.
