Symptoms

Error uploading a file to create a proposals component.

ERROR

Error returned in IBC_CITEM_ADMIN_GRP.upsert_item_full.ORA-29861: domain index is marked
LOADING/FAILED/UNUSABLE


STEPS in Proposals Administrator:

The issue can be reproduced at will with the following steps:

1. From the Proposals Administrator - Select Components > Create Component
2. Enter Proposal Component Name, Description
3. Browse for and select an rtf document previously created (all proposal out-of-box provided fields)
4. Click Apply and error is thrown

Note: This error can also occur in iStore Administrator when attempting to upload content.
