Repair Order: Type-Responsibility Mapping Does Not Restrict The SR Types

When creating service requests from Depot Repair:Repair Order form, the screen does not restrict the SR type based on the Service Request type responsibility mappings.
In the 'Create Service Request' form the SR type field will only allow selection of SR types that are mapped to the responsibility, but the Repair Order form is not restricted by the mappings.
However, the forms still will not save the SR if the user responsibility is not mapped to the SR type selected. This error will occur.
- Responsibility does not have access to the SR type
- Given SR type is invalid
API Programming Error: CS_SserviceRequest_UTIL.Validate_Type
The expectation is that the list of values (LOV) will not contain SR types that are not mapped to the responsibility.
The issue can be reproduced at will with the following steps:
1. Create service request SR type - responsibility mappings.
2. Create a SR from the depot repair form.
3. The SR type field is not restricted based on the mappings
