Why is Amended Payment Summary not produced as expected? (Doc ID 968324.1)

Goal

An example to illustrate the problem:

1. End of year processing for financial year (FY) 2014/2015 has been completed and the data file sent to Australian Taxation Office (ATO)
2. For a few employees, the payment was incorrect so added adjustment element in as of 1-JUN-2015
3. Run Quickpay for the affected employees in OCT 2015 with:

   Date Paid: 31-OCT-2015
   Date Earned: 30-JUN-2015

4. Run 'Payment Summary Archive - Amended' with:

   Financial Year: 2014/2015
   Legal Employer: Acme Limited
  
The Payment Summary Validation Report produced did not show any changes.  Produce and Print Self Printed Payment Summary request with Payment Summary Type as 'Amended' did not generate any file.
