User Role Not Displaying as Option in "Manage User Access" (Doc ID 969822.1)

A new User Role is created in the current domain. When navigating to the Manage User Access screen and clicking the "l" icon to List the User Roles, this User Role is not presented in the search results.

Steps to Reproduce:

1. Navigate to Configuration and Administration -> User Management -> User Role
2. Create a new User Role
3. Navigate to Configuration and Administration -> User Configuration -> Manage User Access
4. Click the "l" icon next to "User Role ID"

Notice that the newly added User Role is not listed as an option.
