Symptoms
Fulfillment server is sending duplicate emails. The jtffmctl.txt file, shows that stalled requests are picked up and processed twice.
Expected Behavior:
1-1 Fulfillment Requests are processed once, and one email is sent to the External Customer.
Steps to Reproduce:
1. Generate 1-1 Fulfillment Requests.
2. The request is Stalled.
3. The Request is picked up and processed twice, this is seen in the jtffmctl.txt log.
