Unable To Create Workorders On Past Date. (Doc ID 971614.1)

Symptoms

On 12.1.1 in Production:

System is not allowing users to create Non-Routine WO with the scheduled work order start date as visit's planned start time (When visit planned start time is in past and end time in past) and getting the following error:

ERROR
"Workorders cannot be created in past date. After adjusting task dates to make them current the derived visit end date becomes 02-JAN-2009 which exceeds the visit planned end date."

Steps To Reproduce:
1. Query Transit Visit <VISIT_NUMBER> Start Date e.g. 15-DEC-2008 Hour 22 Minutes 20, Planned End Date 16-DEC-2008 Hour 08 Minutes 30.
2. Go to execution and create non-routine workorder for visit.
3. Non Routine Date set as 15-DEC-2008 same as Visit Start Date.
Create Work Order Option set as Create and Release Work Order.
Click Apply.

Error Message shows:
"Workorders cannot be created in past date. After adjusting task dates to make them current the derived visit end date becomes 02-JAN-2009 which exceeds the visit planned end date."

Expected functionality:
When visit planned start time is in past and end time in past, users should be able to create non routine workorder with scheduled work order start date as visit's planned start time.
